The change of deadline generated very few modifications to the framework in place 

The UK Department for Transport (DfT) released an updated information pack on Brexit to consider the new deadline of 31 October 2019. It highlights the rules in case of no-deal (i.e. no agreement between UK and European Union).

This information reiterates:

For the UK market

  • the need to declare to VCA (UK technical service) as soon as possible and before 31 October all EU type-approvals with latest extensions of wheeled tractors (T categories) intended to be sold on the UK market. The process remains unchanged compared to the previous deadline (29 March 2019): provisional approvals will be granted by UK authorities and will be valid for two years.

Wheeled tractors placed on the UK market after 31 October will request a provisional UK type-approval number but an European COC will still be accepted.

  • Agricultural trailers, towed machinery (respectively R and S categories), tracked tractors (C category) and self-propelled machinery will not be subject to a specific UK type-approval. They must comply with the requirements described in two UK regulations (Road Vehicles (Construction & Use) Regulations 1986 (C&U) Statutory instrument 1986 No. 1078, as amended –, and Road Vehicles Lighting Regulations 1989 (RVLR) Statutory instrument 1989 No. 1796, as amended). Technical requirements to proceed to a full UK type approval (including conformity of production – COP) are awaited by the end of 2019.

For the EU market:

The EU type-approvals granted by UK authorities, i.e. with an approval number starting by “e11”, will not be valid anymore after 31 October. VCA representatives are ready to help manufacturers get a new approval with another authority of the EU, but they need to be contacted by 15 September at the latest. Approvals according to UNECE Regulations remain valid. Regulation 2019/26 providing guidelines for this change of authority will be revoked by 31 October 2019.
