On 17th November the second trilogue negotiation on the proposal for the Machinery Products Regulation took place, preceded by 12 technical meetings.
Co-legislators discussed several points, as reported by MEP Ivan Štefanec (EPP), IMCO rapporteur on the file. They provisionally agreed on the topics of terminology, common specifications, SME fees for conformity assessment. The topic of digital documentation (the option for economic operators to provide instructions in a digital format) was also discussed, and the likely result is that all documentation will be provided in a digital form except for safety instructions, which will be paper based on request from customers.
Political discussions that are still ongoing include the application date and possible transitional provisions, for which different views are on the table, and the list of products for which third party conformity assessment is required (annex 1).
When it comes to high-risk machinery products, the term “high-risk machinery” was replaced with “machinery and related products”, and there was a significant discussion on methodology to collect data and information on high-risk machinery products as expressed in article 5.
Co-legislators are aiming at reviewing all pending points and closing the file by the end of the year, with the next trilogue meeting scheduled for 15th December.
